# Taiwan's UMC Starts Chip Production in Singapore as Foundries Spread Beyond Taiwan

United Microelectronics, Taiwan's second-largest contract chipmaker, has begun mass production at its new Singapore plant, part of a $5 billion push to build capacity outside Taiwan. Citi analysts see an improving outlook for the company as chip buyers seek supply chains less exposed to a single location.

United Microelectronics Corp (UMC), Taiwan's second-largest maker of chips built to other companies' designs, has started high-volume production at its plant in Singapore, [Focus Taiwan reported](https://focustaiwan.tw/business/202607140015). The step is a small but telling marker of how the chip industry is spreading advanced manufacturing beyond Taiwan, the island that dominates it.

## What started up

The Singapore fab began mass-producing what UMC calls silicon photonics wafers, [chips that move data using light rather than electrical signals, a technology in growing demand for the high-speed links inside AI data centers, according to Focus Taiwan](https://focustaiwan.tw/business/202607140015). The plant is part of a [roughly $5 billion expansion that UMC opened in 2025, with a first phase designed to make about 30,000 wafers a month](https://www.theonlinecitizen.com/2025/04/04/umc-opens-new-us5-billion-chip-plant-in-singapore-to-expand-global-capacity/).

For readers outside the industry: a "foundry" like UMC does not sell its own branded chips. It manufactures to order for fabless designers, the firms that design chips but own no factories. UMC specializes not in the newest, smallest transistors, where rival TSMC leads, but in the mature and specialty chips that run cars, appliances, industrial gear and communications equipment, markets where reliability and cost matter more than the cutting edge.

## Why build outside Taiwan

The move reflects a deliberate spreading of risk. Taiwan produces a large share of the world's chips, a concentration that has made customers and governments nervous given tensions across the Taiwan Strait. By running plants in Singapore, as well as in Taiwan, Japan and China, UMC can offer clients production that is less tied to any single location, and can shift work between sites if needed.

That flexibility has become a selling point in its own right, as Western and other buyers ask for "de-risked" supply chains for the mature-node chips they depend on.

## The analyst view

Citi struck an improving tone on the company, [pointing to a stronger sales outlook and recovering profit margins as demand firms, per the note reported by CNBC](https://www.cnbc.com/2026/07/14/umc-starts-mass-production-in-singapore-citi-sees-improving-outlook.html). That is one bank's assessment rather than a settled fact, and UMC's own guidance has been more measured, with margins still pressured by the start-up costs of new capacity.

UMC remains a mid-sized player in a business dominated by TSMC, which accounts for the large majority of the world's made-to-order chips. But the niche UMC occupies, dependable production of the workhorse chips embedded in everyday products, is exactly the kind of capacity that customers now want spread across more than one country. Singapore's new output is a step in that direction.
